			<content:encoded><![CDATA[<p><em><span style="font-style:italic;font-family:arial;">&#8220;According to German news publication  <a href="http://www.spiegel.de/">Der Spiegel</a>, German officials are calling for ISP censorship of offensive cites in order to quell the spread of child pornography, CNET and The Inquisitr report.</span></em> <em>With implementation slated for March, Germany’s proposed censorship scheme will follow a model similar to Norway’s to block access to child pornography. In such a model, the government issues a list of sites to be blocked by ISPs.</em> <em>Germany’s Family Minister Ursula von der Leyen confirmed that the censorship could be extended to exclude other content from the Internet, stating “child pornography is a problem issue and clearly identifiable” but that “you can not exclude what the federal government may want to exclude in the future.”</em> <em>This news represents a rising trend in Internet censorship and ISP filtration in Europe and worldwide.&#8221;</em></p>

<p><span style="font-family:arial;">Yesterday, Netzpolitik.org published the </span><a href="http://netzpolitik.org/2009/bundestags-gutachten-sieht-kommunikationsfreiheit-in-gefahr/">official experts advice</a><span style="font-family:arial;"> (in german), which was never meant to be published only meant to be handed out every member of the &#8216;Bundestag&#8217;. This experts avice say clearly 3 things:</span></p>
<p>1.: To establish an effective barrier, one has to rebuild the Internet after chinese example and the fundamental idea of decentral networking of computer&#8217;s has to be abandone. Most of all, the scientific service, doubts the comparativeness of this law. <span style="font-family:arial;">The risk, of providers, blocking other contents preventive, out of fear for sanctions is really high, according the report.</span> <span style="font-family:arial;">There will be potential of abuse of central filter systems, which is a really high risk for the democratic basic law of freedom of speech.</span></p>
<p>2. Furthermore, the Paper doubts the effectivity of such barriers, if not built like <a href="http://en.wikipedia.org/wiki/Golden_Shield_Project">&#8216;the great firewall of china&#8217;</a><span style="font-family:arial;"> because people interested in child porn or similar content, is on a high knowledge level and shows a &#8216;certain motivation to get to those contents&#8217; so establishing laws like these won&#8217;t have the effect of banning child pornography.</span></p>
<p>3. The last argument this paper shows, is that it would have a higher impact to &#8216;bring the roots down&#8217;, means getting the people producing and providing child pornography. This way would have the effect to keep these children plus the criminals, could be arrested, instead of keeping people from the content.</p>
<p>Comparable laws in Sweden showed that not only pages with child-pornographic content were banned, also pages with hints for growing bonsai-trees and &#8216;normal&#8217; porn sites. But also pages with several political opinions were banned, THIS is the really danger for the freedom of speech (the essential law, keeping democracy).</p>
<p>To view a list of all banned, it is not much time needed, i dont want to publish the list here, because there are also child porn sites contained in the list and i dont want to provide or link those in this blog.</p>
<p>The media want to make us believe, that there is no way to get to the servers, containing those porn. <a href="http://scusiblog.org/?p=330">The bloggers of scusiblog took a lot of work to do a map, locating those servers (blog in german, but the map sould explain itself).</a></p>
<p>After watching these maps, it should be clear that with international laws, it shouldn&#8217;t be hard to bring the responsible people down, without intruding basic laws (again).</p>

<p style="font-style:italic;"><span style="font-family:Trebuchet MS,Arial,Helvetica;font-size:x-small;"> The project started by forbidding access to two right-wing extremist sites hosted in the United States. Fighting right-wing extremist ideologies reaches a broad consensus in Germany; however in this case it is used to gain acceptance for the establishment of a nationwide centralized filtering and blocking system.</span></p>
<p>Future plans contain blocking of content to protect minors, copyrights and consumer rights, including search engines that fail accordance with corresponding national guidelines and laws.  Together with corporate partners, Northrhine-Westfalia administration is developing a high capacity filtering system that is currently tested at the university of Dortmund. Intention is to create an architecture with centrally controlled blocking mechanisms that should be installed on gateway machines to the &#8220;foreign internet&#8221;.  This is a severe threat to citizens&#8217; right to informational freedom. Not to be able to get information about political activity from publicly available sources must be considered a backward step for democracy.  A demonstration against this blocking plans will take place on the 6th of April on the streets of Düsseldorf. First signers already include Richard Stallman, Iac Clarke, journalist organizations like the &#8220;reporters without borders&#8221;, scientists and politicians.&#8221;</span></p>
